- [substation_index](https://sce.weleber.net/data/out/dist/substation_index.parquet): Substation rollup. 15 substations named on sections do not appear in SCE's substation layer and carry no geometry; they hold 1.4% of meters. 574 rows.
- [service_territory](https://sce.weleber.net/data/out/dist/service_territory.parquet): The clip boundary. Every count in this distribution is inside this polygon. 1 rows.

## Parcels
4,133,590 assessor parcels inside SCE territory are published at parcel grain,
tiles at https://sce.weleber.net/data/out/sce_parcels.pmtiles. California parcel geometry
is a public record under the CPRA (Sierra Club v. Superior Court (Orange
County), 2013). Citation is the condition: name the county as author with its
endpoint and retrieval date.

## Before you quote a number
- Meters are ESTIMATED service connections, not parcels and not dwellings.
- Every count is labelled measured, inferred or modelled. Do not average them,
  and do not present a modelled figure as measured.
- Locations are modelled everywhere: meters sit at a parcel representative
  point because the national address-point source is blocked.
- difficulty_index and cost_multiplier are ordinal within this build only.
- Every rate in the cost model is a control with a provenance label. None is
  measured.

California parcel geometry is a public record under the CPRA and is republished here on the condition that the county is cited as author, with endpoint and retrieval date. Citation is not optional.
